How is GovTech building smarter digital services and driving whole-of-government innovation in Singapore?

The Public Sector Transformation (PST) Awards ceremony on 8th July 2025 celebrated the exemplary contributions of individuals, teams, and agencies across the whole-of-government that have led transformative change across the Singapore Public Service, recognising excellence in innovation, collaboration, digitalisation, and workforce development.
From the GovWallet Suite to Exercise SG Ready, National Platform for Healthcare Claims, and more, with special kudos to Poh Kheng Thong for receiving the Exemplary SkillsFuture @ Public Service Award, GovTech was awarded for innovation and collaboration – highlighting GovTech’s role in building tech for public good and driving digital transformation across the Public Service.
Building tech for public good
GovTech builds tech for public good by creating digital services that prioritise convenience, trust, and accessibility. Our citizen-focused approach ensures that government services are accessible, secure, seamless, and reliable – empowering Singaporeans to engage confidently in an increasingly digital society. One example of a digital service that embodies these characteristics is our GovWallet Suite, which won the One Public Service Award at this year’s PST Awards.
One Public Service Award: GovWallet Suite
The One Public Service Award celebrates agencies that have led impactful inter-agency initiatives, marked by sustained and institutionalised collaboration. These efforts drive transformative, whole-of-government improvements in areas like service delivery, citizen engagement, regulation, digitalisation, and innovation.
The GovWallet Suite is an integrated four-in-one solution by GovTech comprising GovWallet, GovSupply, GovRewards, and GovEntry, offering seamless access management and benefit disbursements to engage Singapore residents efficiently and cost-effectively.
GovWallet: A digital disbursement platform enabling citizens to receive government payouts through apps like LifeSG. To date, 9 agencies are using GovWallet with over $800 million disbursed to 2.1 million users. GovWallet is also supporting agencies in collecting payments, making it a one-stop solution to facilitate agencies' payout and collection needs.
GovSupply: A digital distribution platform enabling government agencies to efficiently track the issuance and returns of physical items to eligible citizens, such as masks, test kits, or food packs, in real-time. Over 22 agencies have used GovSupply for distribution, with about 20,000 items distributed per month on average.
GovRewards: A centralised, API-first incentives platform enabling government agencies to nudge desired behaviours among citizens through rewards points for nation-wide initiatives such as SportSG’s Gameon SG60 and WSG’s Job-Seeker Support Scheme. GovRewards also enable government agencies to drive employee engagement on WorkPal, allowing users to track their earnings via leaderboards and redeem points for cash or gifts through the other integrated platforms like GovWallet and GovSupply.
GovEntry: Designed for event registration and real-time attendance tracking, agencies can create registration forms for RSVPs and seamlessly use the GovEntry web app to admit pre‑registered attendees. GovEntry powered the General Election 2025’s e-Registration, ensuring a seamless and swift experience for over 2.4 million voters. More than 30 other agencies have also leveraged GovEntry to run more than 100 events smoothly and cost-effectively over the past year.
Engineering a digital government
Beyond our own products, GovTech adds significant value to the Public Service by empowering agencies with the digital tools, platforms, and expertise needed to digitalise and transform. Our strong engineering capabilities and close collaboration with agencies form the backbone of Singapore’s digital government – enabling smarter services, faster innovation, and greater impact for citizens. This year’s PST Awards celebrated GovTech’s public sector transformation efforts across a range of agency collaboration projects.

One Public Service Award: Exercise SG Ready
In collaboration with MINDEF, MOE, CSA, EMA, LTA, NEA, NLB, PA, PUB, SCDF, SDC, SFA, NSCS, MSE, and GovTech
Exercise SG Ready 2025, held from 15 to 28 February, was Singapore’s second nationwide Total Defence exercise, involving over 800 organisations simulating disruptions like power outages or cyberattacks, and testing their contingency plans.
Activities included phishing simulations for 200 businesses and façade light blackouts at more than 30 buildings. The SGReadyGoWhere platform enabled public participation by offering real-time updates on simulated disruptions and easy access to emergency preparedness resources. The exercise increased threat awareness and enhanced the public’s preparedness, contributing to Singapore’s overall resilience.
One Public Service Award: National Platform for Healthcare Claims
In collaboration with MOH, CPFB, and GovTech
The National Platform for Healthcare Claims (NPHC) is a modernised digital platform to consolidate the processing of medical claims, transforming three legacy systems into a unified digital platform for processing Medisave and MediShield Life/Integrated Plan claims.
This milestone delivers outpatient and inpatient claims modules, handling over 30,000 daily claims across 1,500 medical institutions. Modernising these 40-year-old systems also significantly enhanced policy implementation time from 6-12 months to 2-3 months, as demonstrated by the swift rollout of HealthierSG, improving healthcare cost management for Singapore residents.
One Public Service Award: Nationwide Sensor Grid
In collaboration with SCDF, DSTA, HTX, DSO National Lab, NEA, SAF, and GovTech
The Nationwide Sensor Grid integrates sensors and command-control systems to detect hazardous materials. It can detect offshore chemical hazards five kilometres away, providing agencies an hour of additional response time to implement protective measures. Through automated data processing and cloud-based plume modelling, it generates predictions within 10 minutes. The system demonstrated its effectiveness in September 2024 by detecting offshore ammonia dumping before public reports emerged, enabling swift preventive action.
Service Delivery Excellence Award: Seamless, One-Stop Levy e-Service
In collaboration with MOM, CPFB, and GovTech
The Service Delivery Excellence Award honours outstanding agency-level initiatives that embody citizen-centric design, innovative service approaches, and a whole-of-agency commitment to service excellence—resulting in enhanced service outcomes.
The Check and Pay Levy e-Service is a one-stop digital platform that streamlines foreign worker levy transactions for employers, consolidating previously disparate processes into a single, intuitive interface. Key features include smart error prevention, integrated digital payment options like PayNow and eGIRO, and faster processing for common applications such as levy and penalty waivers. By simplifying workflows and reducing manual steps, the service enhances convenience, improves accuracy, and delivers a more seamless experience for both employers and government agencies.

The Agility Award honours exceptional efforts in swiftly planning, mobilising, and executing new policies and programmes to address emerging challenges and evolving needs in a rapidly changing environment. These are the projects that achieved recognition for this award.
Agility Award: Safeguarding members’ CPF from scams
In collaboration with CPFB, SPF, and GovTech
This inter-agency collaboration protects CPF members' retirement savings through enhanced anti-scam measures, including withdrawal limits and face verification.
Agility Award: AskHR@Workpal
In collaboration with MOE and GovTech
AskHR@Workpal is an AI-powered mobile app that provides instant HR information access to over 40,000 MOE staff, reducing simple HR queries by 40% and allowing HR officers to focus on more complex tasks.
The Exemplary Innovation Award recognises outstanding officers or teams who have injected innovation into their work, made a valuable difference to their stakeholders, and advocated the spirit of innovation in their teams and agencies.
Exemplary Innovation Award: Project Moonshot
In collaboration with IMDA, CSA, and GovTech
Project Moonshot is Singapore's pioneering open-source AI safety testing tool that enables organisations to benchmark and evaluate GenAI risks, gaining widespread international adoption and positioning Singapore as a leader in Responsible AI development.
The Transformative Agency of the Year Award recognises agencies that have boldly and holistically transformed both their operations and workforce, delivering meaningful, lasting impact.
(Special Mention) Transformative Agency of the Year Award: Immigration & Checkpoints Authority (ICA)
In collaboration with ICA and GovTech
GovTech and ICA's collaboration introduced passport-less, QR code-based immigration clearance through the MyICA app, reducing processing times by 60% and improving efficiency across all vehicle types at land checkpoints.

With over a decade of experience under his belt, Kheng Thong remains a passionate learner, constantly upskilling through programmes, courses, and certifications to stay ahead. He also fosters a culture of continuous learning within his team, making knowledge-sharing a norm.
