As we approach the end of 2024, it is fitting to close this year by focusing on the importance of a refreshed Smart Nation blueprint for the years ahead.
The first Smart Nation initiative was announced in 2014 by former Prime Minister (PM) Lee Hsien Loong, which sought to transform Singapore into a digitally-enabled nation where technology is integrated into different aspects of life for all Singaporeans and businesses. This has been largely successful with cashless payments being the norm, increased internet connectivity and broadband speeds, and more government services becoming digitised among others.
However, changing technological trends necessitate changes in the Smart Nation blueprint, resulting in Smart Nation 2.0. Let’s explore the main goals of Smart Nation 2.0 and the efforts being made to achieve these goals.

What does being a Smart Nation mean?
Being a Smart Nation means leveraging technology in optimal waysto improve the quality of life for all citizens, create economic opportunities, and foster a more connected and inclusive society. It embodies the vision where digital tools and innovations are seamlessly integrated into daily life, making interactions with government services, businesses, and communities more efficient and meaningful.
A Smart Nation focuses on using advanced technology to address real challenges and improve the quality of life for all.
In Singapore, this has meant transforming government services into user-friendly digital experiences, fostering cashless transactions, and building smart infrastructure that enhances urban living. For example, sensors in housing estates ensure swift maintenance and digital platforms like TraceTogether demonstrate how technology can be a critical enabler during crises like the COVID-19 pandemic.
At its core, being a Smart Nation reflects a collective whole-of-nation effort. It requires active participation from government, businesses, and citizens. It’s about embracing innovation, fostering digital literacy, and ensuring that no one is left behind as society progresses into a new digital era. This is what it means to create a thriving digital future for all.

A refreshed Smart Nation 2.0 is necessary because the technological landscape has evolved significantly since Singapore first embarked on its Smart Nation journey back in 2014. The rise of generative AI, the ubiquity of smartphones, and the growing influence of digital platforms on every aspect of life present both new opportunities and challenges. To stay ahead of technological trends, Singapore must adapt its strategies to harness these advancements effectively.
3 key goals of Smart Nation 2.0
Trust
Trust in Smart Nation 2.0 entails building confidence in digital systems through robust cybersecurity measures to combat online harms, and initiatives to ensure safe digital experiences for all. Hence, laws and systems will also be updated to address new risks.
An example of new legislation is the Digital Infrastructure Act (DIA), which will be introduced in 2025 and the establishment of a new government agency to address emerging threats like non-consensual sharing of intimate images and cyberbullying.
The DIA aims to make our digital systems, like data centres and cloud services, more reliable and secure. This means protecting them from cyberattacks, as well as physical threats like fires or floods.
The DIA would require companies to report incidents and meet certain security standards, helping to prevent disruptions and ensuring a smooth digital experience for everyone.Moreover, individuals must also be empowered with the knowledge and tools to use technology responsibly. This enables Singaporeans to navigate the digital landscape with confidence, assured that their safety and privacy are safeguarded.

Growth
Growth in Smart Nation 2.0 focuses on empowering individuals and businesses to harness technology for innovation and economic progress. This also involves significant investment in AI research to push the boundaries of science and innovation. For instance, the government has committed S$120 million to the "AI for Science" program which encourages Interdisciplinary collaborations to foster breakthroughs in areas like biomedical and materials sciences.
To prepare future generations, the government aims to equip students with hands-on experiences in emerging technologies and integrate AI into education, ensuring they have a solid foundation in AI and digital literacy. For businesses, especially SMEs, the focus is on helping them adopt AI tools and digital solutions to streamline operations and boost productivity, enabling them to stay competitive in a tech-driven world. Through these efforts, it ensures that progress is inclusive, with benefits shared widely across society.

Community
Community in Smart Nation 2.0 focuses on using technology to strengthen social connections, promote responsible digital habits, and build communities. Recognising the challenges of digital tools, such as mental health concerns from excessive screen time, the spread of misinformation, and getting the older generation to adopt digital skills, the initiative emphasises creating safe and inclusive online environments for all Singaporeans.
The Digital for Life (DfL) movement promotes digital literacy, accessibility, and inclusivity by offering programs that teach tech skills, encourage safe online practices, and support a healthy balance between digital and offline life.
The DfL movement isn't just about embracing technology, it's also about building a future where everyone benefits from it.
By bridging divides, nurturing empathy towards one another, and leveraging technology for social good, Smart Nation 2.0 ensures that digital progress unites and enriches Singapore's diverse society.

Hackathons
In addition to Developer Conferences, GovTech and Open Government Products (OGP) also host hackathons. These hackathons provide citizens and public officers the opportunity to innovate and collaborate on their own ideas that serve the public good, bringing them to life through prototypes. Alternatively, some hackathons also involve finding potential issues with present AI tools, thereby highlighting cybersecurity problems that must be addressed.

Talented individuals and leaders are needed to guide and collaborate with others to steer the wheels in the right direction. Hence, the government has provided some opportunities for developing and outsourcing talent.
Smart Nation Fellowship
The Smart Nation Fellowship Programme recruits talented individuals like data scientists, engineers, and researchers to collaborate with GovTech project teams and share their expertise in specific domains.
Fellows will work alongside passionate individuals and contribute their expertise to projects across exciting areas like AI, blockchain, and data science. The programme offers flexibility, allowing fellows to work on pre-identified projects or even propose their own innovative ideas. Alternatively, fellows can even choose a part-time consultancy to fit their schedule.
Smart Nation Scholarship
The Smart Nation Scholarship offers promising individuals the opportunity to pursue a career in technology and contribute to Singapore's digital transformation. This scholarship provides financial support for tuition fees and living expenses, as well as opportunities for internships and mentorship. Upon graduation, scholars join a fast-tracked career path, gaining valuable experience and assuming leadership roles in various technology domains.

Smart Nation Educator Fellowship
The Singapore government, through the Ministry of Digital Development and Information (MDDI) and the Ministry of Education (MOE), is launching a new initiative to empower educators with the skills and knowledge needed to cultivate digital proficiency and cyber wellness among students. This initiative, known as the Smart Nation Educator Fellowship, provides training, networking opportunities with experts, and a platform for educators to innovate and shape the future of education in Singapore by shaping the curriculum. By investing in educators, the government aims to create a digitally empowered generation of students.
What to expect from Smart Nation 2.0 moving forward
Smart Nation 2.0 aims to build a trustworthy, growing and connected Singapore. It will focus on using technology to improve citizens' lives, address emerging challenges, and foster community-building.
The strategies are likened to a ‘living document’ where they will be continually refined and adjusted based on feedback and technological advancements. However, the goals of Trust, Growth, and Community will continue to guide responses to digital developments, even as strategies change.
As PM Lawrence Wong mentioned in his speech at the launch of Smart Nation 2.0:
“We have done well as a Smart Nation. But we must never think that we have arrived. Technology is advancing rapidly, and our operating environment is ever changing. So we have to keep pace, stay abreast of the latest developments, and continually strive to do better.”
